Abstract: The importance of sunscreen use to consumer health is widely recognized. However, changing regulations increasingly limit UV filter options, making it challenging to formulate effective and consumer desirable sun protection products. The use of technologies to enhance the effectiveness of the remaining allowable filters is critical to ensuring access to safe, effective, aesthetically pleasing, and compliant protection. Unfortunately, this environment is further complicated by misinformation and incomplete knowledge related to the differences between registered UV filters and ingredient excipients that enhance their performance. Such lack of understanding can unnecessarily limit imaginative formulation approaches to protecting the consumer. This presentation will define UV filters, identify their benefits and limitations, and clarify the key differences between UV filters and SPF enhancers. Various ingredient approaches to SPF enhancement and their mechanisms of action will also be detailed, with a particular emphasis on photostabilization. The features and benefits of photostabilizer technology will be demonstrated through in vitro and in vivo test results. Solvent polarity matching theory and singlet state quenching mechanisms will be shown as effective yet different approaches to traditional UV filter mechanisms for providing sun protection. Application approaches to using photostabilizer technology to better meet the needs of this dynamic sun care marketplace will also be shared. Given the current regulatory landscape and consumer expectations, there is a need for both UV filters and complementary SPF enhancing technologies in a sun care formulator’s ingredient toolbox. Through education, this presentation will help formulators effectively unleash these ingredients to best meet consumer needs and market trends. Bio: Scott Cardinali is the Sun Care Business Manager for Hallstar Beauty, and is home-based in New Jersey. He is responsible for leading cross-functional efforts to maintain, strengthen, and grow the Hallstar Sun Care product portfolio. Scott has 40 years of broad industry experience, having also worked in global and regional roles at Croda, National Starch and Chemical, Kline & Co., and Unilever. His professional responsibilities have included technical and commercial activities in business development, technical service, product development, and research covering sun care, skin care, hair care, color cosmetics, and HI&I markets. Scott is an active member of the Society of Cosmetic Chemists. He is currently serving his second term on the Committee on Scientific Affairs and has moderated sessions at the SCC Annual Meeting and the FLSCC Sunscreen Symposium. Scott has over 15 patents and publications related to Personal Care and Home Care, and has given numerous technical presentations in venues across the globe. Your commitment has been the cornerstone of our resilience and success, especially as we navigated the challenges of the "new normal." Without your continued involvement, we would not be where we are today. We are excited to announce our upcoming meeting on September 12th at Romaine's in Northboro, MA. This meeting promises to be an insightful and enriching experience for all attendees. We will delve into the thriving independent (indie) cosmetic industry, driven by consumer preference for innovative, niche products and ethical sourcing. Despite the competitive landscape, emerging brands have remarkable opportunities to flourish. Our featured speaker, Rachel Johnson, will provide a comprehensive analysis of the current state of indie cosmetics, highlighting market trends and the challenges these brands face. Rachel will explore the rise of "clean beauty" and personalized formulations, alongside the intricacies of scaling production, navigating regulatory frameworks, and fostering customer loyalty. Central to her presentation will be a "Survival Guide" for indie brands, outlining actionable strategies for sustainable growth and long-term success. With her extensive scientific background and industry experience, Rachel aims to empower indie beauty entrepreneurs with the knowledge and tools needed to thrive in this dynamic market.
