US Regulatory Update: MoCRA and Beyond
In the morning session, Craig Weiss will provide an up‑to‑date overview of the US FDA’s progress in meeting the requirements established under MoCRA. He will briefly recap the core elements of the law and outline the reports, guidance documents, and implementation steps the FDA has released to date. Craig will also examine emerging state‑level regulations—particularly those introducing new chemical limits and ingredient bans—and highlight the areas posing the greatest challenges for industry compliance. Bio: Craig Weiss received a B.S. in biology for Monmouth College, prior to arriving at Consumer Product Testing Co. Craig held technical positions at Del Laboratories, Norwich Eaton Pharmaceuticals (Proctor and Gamble) and Roxane Laboratories. Craig began his career with Consumer Product Testing Co., Inc. as the Vice President of the Analytical Service Division, which was comprised of the Microbiology and Analytical Chemistry departments. The Analytical Service Division, offers such varied services as water system validations, analytical methods, cleaning validation, production environmental monitoring and routines analysis. In 1993 Craig became a corporate Vice President and in 1999 he became the President of Consumer Product Testing Co., Inc. Craig is active in many trade organizations and is a member of IBA board of directors, serving as the chairman of its technical, regulatory committee. Craig is also a member of the SCC serving on the COSA committee and PCPC serving on its Scientific Advisory Committee. Additionally, Craig sits on numerous international expert panels, ICCR and JCCT for examples.
Update on Recent and Upcoming CEPA Publications and Hot List Amendments
In the afternoon session Teena Warrin will provide an update on the latest CEPA publications and outline what’s expected in upcoming releases. She will also review recent and proposed changes to the Hot List, highlighting key amendments and their implications for ingredient use and compliance. Bio: After 30+ years in the chemical distribution industry, Teena joined Cosmetics Alliance Canada in January 2025 as the Assistant Director of Ingredient Safety and Environmental Regulations. Teena submitted some of the first New Substance Notifications to go through the regulatory process and is very familiar with all aspects of CEPA. She has been a long-standing contributor to Cosmetics Alliance Canada’s Risk Assessment and Ingredient Safety Committee. Teena was an also active participant in the Environmental Assessment Working Group (EAWG) and its ICL and Cosmetics subcommittees, where she represented Responsible Distribution Canada (RDC). She was recognized for her dedication to that work, as the first female recipient of RDC’s President’s Award. Teena has always been dedicated to education and advocacy. She currently enjoys her involvement with the Seneca College Cosmetics Science program, serving for many years on their PAC (Program Advisory Council) and as a frequent regulatory judge for their year end Capstone projects.
